One of the responsibilities of the Reserve Bank of India is to provide debt management for the government and therefore it must provide a fixed amount of dividends to the government on the basis of the revenue received by the government. Dividends vary from year to year. The government demanded a higher dividend the year before the resignation but the RBI protested as it meant a reduction in the RBI's reserves which could be problematic in times of economic crisis. But the government argued that the Reserve Bank of India's reserves were much higher than those of other central banks. Eventually the Reserve Bank of India agreed to the demands. But the turning point was when the Center demanded a higher share of dividends. This was a turning point for Patel who spoke out against the request.
There are two ways to look at this. One way is that the share should go to the government in order to fund the various social programs run in the country. This is not about deciding who is right and who is wrong. This is just an example of your responsibility to continue something you are ideologically opposed to giving up your beliefs or standing firm in your ideology without compromise.
